His name Freakazoid, his origin story somewhat a cross between the Master's and Danny Phantom's, although he resembles Vlad Plasmious only more hyper.
Okay as it says in the theme this really meek, nerdy kid logs on to the web (circa 1990 something) and somehow absorbs the vastness of it, which drives him mad.
Then he fights crime... I really have no clue. I think the people who made Pinky and the Brain worked on this as well.
